Yes, and it is one of the better uses for a 20 ft box. A tool crib is a container that holds only tools and small consumables, shelved, with the doors opened many times a day. The mistake is mixing it with bulk material, which buries the expensive small things behind a pallet.
A crew gets one box and puts everything in it. Tools at the front on the first empty morning, then a pallet of block goes in, then the drywall, then the tile for a phase that starts in September. By week three the cordless charger is behind a stack nobody wants to move, and the crib stops being a crib. It is a warehouse with a saw in it somewhere.
The second half of the mistake is what that does to the door. A material box gets opened when a pallet lands. A tool crib gets opened twenty times a day, and if the two are the same box, the doors stand open all afternoon with everything you own inside them. That is the opposite of what a locked steel box is for.
A tool crib is a dedicated box with a narrow job: hand tools, cordless kits and batteries, blades and bits, fasteners, layout gear, cords, straps and the small consumables that vanish. Nothing that comes in on a pallet. One box, one purpose, and it stays walkable from the first day to the last.
On a site big enough to justify two containers, splitting them this way costs one more rental line and saves the crew a search every morning.
A bare container is a steel shell with a wood floor and two big doors. Everything that makes it a crib is added, and we do that work in our own yard before it ships. Shelving down one wall, a welded bench, pegboard, hooks for cords and hose, a louvered vent so the air moves, LED lighting, and a personnel door so nobody has to swing the cargo doors open just to grab a blade.
Electrical is worth being precise about. We rough in the panel, the outlets, the switches and the lighting. Final hookup and inspection belong to a licensed electrician, and permits are not something we pull. That is the honest line between our work and theirs.

A 20 ft is the usual crib. About 160 square feet is more shelf wall than most crews fill with tools alone, and its shorter approach, on the order of 65 feet, gets it onto tight lots a 40 ft cannot reach. Save the 40 ft and its 320 square feet for material.
For the box itself, a used cargo-worthy unit is the sensible buy for a crib. It is wind and watertight, it is 14-gauge weathering steel, and cosmetic rust does not matter on something a crew works out of. Save the clean one-trip steel for anything customers will look at.
