Mill scale

Also called Rolling scale

Definition

Mill scale is the thin, dark bluish black oxide layer that forms on steel during hot rolling at the mill, before the sheet is ever cut, formed, or painted. On a shipping container's Corten steel panels, it's the very first layer the weathering process builds on top of, and it is not rust damage or a manufacturing defect.

The mistake: reading mill scale as rust damage

Anyone who's ground into a steel panel or spotted a dark, flaky patch under a nick in the paint on a newer-looking container has probably wondered if they're looking at hidden rust damage. The more common answer, especially on steel that hasn't seen years of outdoor weathering yet, is mill scale, not corrosion.

The two can look similar at a glance, dark, a little rough, not the clean gray of bare steel. But mill scale forms at the factory during manufacturing, it's baked into the surface before the panel is ever a wall, not something that develops later from moisture and time.

What it actually is and where it comes from

Steel is rolled while red hot to shape it into flat sheet, and that heat reacts with oxygen in the air to form a thin oxide skin on the surface, mill scale. Every piece of hot-rolled steel gets some version of it, it's a byproduct of the rolling process itself, not something specific to Corten or to containers.

It sits underneath whatever coating or paint goes on next, and on Corten steel specifically, it's essentially the seed layer the weathering process starts from once the panel is exposed outdoors.

Why it matters if you're painting or welding

Mill scale is adherent under normal conditions, it doesn't flake off on its own the way active rust does. But it's not a great surface for fresh paint or a weld bead to bond to directly, so proper surface prep, grinding or blasting it back to bare metal at the work area, matters if you're doing custom modification work like adding a door, a vent, or new welds to a panel.

This is standard shop practice on any steel fabrication job, not something unique to containers, but it's worth knowing if you're planning modifications yourself rather than having them done as part of the build.

Mill scale versus the rust you should actually worry about

The rust that's actually worth checking on a used container is different from mill scale in behavior, not just appearance. Active corrosion flakes, bubbles under paint, and comes off on your hand or a rag. Mill scale stays put and doesn't grow or spread the way corrosion does. If you're inspecting a used box, judge it by whether the surface is actively deteriorating, not by whether it looks perfectly bright and bare.

Proper surface prep, including dealing with mill scale, is standard practice on any custom modification work involving new paint or welds. What that involves depends on the specific job.
