They can. A container is wind and watertight against rain falling on it, not sealed against water rising under it. The door gaskets shed weather from above; they are not a dam. Water that reaches the door sill comes in, and a damp plank floor takes on moisture from below. Height and drainage are the whole fix.
Stand at the end of a container during a hard rain and you can see exactly how this works. Water sheets off the roof, runs down the corrugations, hits the ground and starts looking for somewhere to go. If the box is on blocks on a crowned pad, it goes away from the steel and that is the end of it.
If the box is on flat, saturated clay, the water pools instead. It comes up the outside of the sill, gets to the bottom of the door gaskets, and once the level outside is higher than the sill, it does not need a gap. It just walks in under the doors while the rubber sits there doing the job it was built for and no other.
That is why the first sign of trouble is almost always a wet band across the floor at the door end, not a leak in the roof. The steel is not failing. The water simply came in the only opening the box has.
Wind and watertight means weather cannot get in from outside: rain, blowing snow, spray on a deck in the North Atlantic. Every seal on a container is built around water arriving from above and moving down and away. Nothing on it is built around water arriving from below and pushing sideways.
Cargo doors seal with rubber gaskets compressed by locking bars. That is a weather seal, not a pressure seal, and the difference only shows up when there is standing water against it. The same is true of the underside: the floor is planking on steel crossmembers, not a bathtub.
So the rule is short. A container will keep any amount of falling water out of your load and it will not keep a rising creek out. Everything else on this page follows from that one line.
Even without a flood, ground water reaches the load through the bottom. Park a box over soil that never dries and the crossmembers under the deck stay wet day and night, so corrosion starts down there long before anything shows on a wall you can see. The plank floor sits right on top of that, picks moisture up, and hands it back to the air inside as humidity.
That is how a container that never actually flooded still ends up with mold on the bottom row of boxes. The water never came in the door. It came up through the floor as vapor and then condensed on the ceiling on the first cold night, which our condensation guide walks through in detail.
It also explains why the same handful of fixes keep showing up. Anything that keeps air moving under the box and water running away from it solves the flood question and the humidity question at the same time.
Before anything else, pick the right ground. You already know which corner of your place puddles after a hard rain, and no amount of gravel argues a low spot out of being low. Move the box uphill of it and most of this question goes away permanently.
Then buy yourself a few inches of height. Solid concrete block under the four corner castings raises the sill and the frame clear of the dirt, opens an air gap underneath, and leaves you able to shim a corner later without a crane. Every drop inside 75 road miles of Woodlawn gets set and leveled at no charge. Above that, a compacted gravel pad with a high center gives the rain somewhere to run besides under your steel, and a shallow ditch across the uphill face catches what the slope sends down. One more habit worth having: keep the load off the deck. Pallets under everything cost almost nothing and mean that the inch of water nobody planned for ruins nothing.
Get the doors open and the air moving first. Pull everything out, sweep the standing water toward the door end, and leave the box open through a dry, breezy day. Wet planking that dries slowly in the dark is what cups, swells and stains.
Then go underneath with a flashlight and look at the crossmembers and the bottom rail, because that is where flood damage actually lives. Surface rust on a used box is normal and expected on 14-gauge weathering steel. Scaling, soft spots or daylight through the floor are a different conversation, and worth a call.
