Sand it to bare metal with a wire wheel or flap disc, wipe away the dust, then prime with a rust-inhibitive metal primer before you topcoat. Surface rust on our 14-gauge weathering steel is cosmetic, not structural, so this is a weekend job with hand tools. Flaking scale rust or pitting through to daylight is a different problem and needs more than paint.
Before you buy a single tool, figure out which kind of rust you're looking at, because the two get handled completely differently. Surface rust is a thin orange film sitting on top of paint or bare steel, the kind that shows up on almost any used container within a year or two outdoors. It's cosmetic. Scale rust is thicker, flaking off in layers or leaving pits you can feel with a fingernail, and it means the steel underneath has actually started losing thickness.
The quick test we use on every container that comes through the yard: press a screwdriver or a key against the rusted spot. If it scratches a shallow mark and the metal underneath is solid, that's surface rust, and the fix below handles it. If the tool sinks in or breaks through, or you can already see daylight from inside at that spot, stop and call us instead of reaching for a wire wheel.
None of this needs a compressor or spray gear. A hand drill with a wire wheel, a rattle can or brush-on primer, and an afternoon covers a typical patch on a door or wall panel. A bigger area, like a whole roof panel that caught more weather than the rest of the box, is worth doing with a flap disc instead, since it clears rust faster without gouging the steel the way a coarse wire wheel can.
Painting straight over rust without wire-wheeling it first is the single most common mistake, and it fails fast: the rust keeps working under the new paint, and the whole patch bubbles and peels within a season. Skipping the primer does something similar. Paint alone doesn't stop oxygen and moisture from reaching bare steel the way a rust-inhibitive primer does, so a topcoat without primer buys you a good-looking summer and not much else.
The other overlooked step is dry time between coats. Rushing a second coat onto primer that hasn't fully cured traps solvent underneath, and the paint film never bonds the way it should.
You don't need an air compressor, a sandblaster, or anything beyond what's already listed above for a typical spot or panel of surface rust. Skip specialty rust converters and chemical treatments marketed for cars; they're built for thin automotive sheet metal, not the thicker gauge steel a container is built from, and the primer-and-topcoat approach above holds up better outdoors over years.
Light surface rust on a rented container is normal wear and not something to panic about. If you spot a patch and want to handle it yourself, the same fix above works fine. Rust that keeps coming back in the exact same spot within a few months, even after a proper wire-wheel-and-prime job, usually means water is getting trapped there somehow, not that the paint job was bad. A door seal that no longer closes tight, a roof seam holding water instead of shedding it, or condensation dripping onto the same corner night after night will out-rust any paint you put down.
